The South Fidalgo Community Council incorporated as a non-profit corporation under the laws of the state of Washington on June 17, 2007.

The South Fidalgo community approved the concept of, and a charter for, a representative South Fidalgo Community Council in an election that completed October 7, 2007. Immediately following that election, the council's Founding Organizers codified the voter-approved charter through amendments to the non-profit’s Articles of Incorporation.

The council's bylaws are subordinate to the Articles, and can be changed by majority vote.
